Father Oskar Borisovich Wiesel , born in Russia in 1826, graduated from Prince Bezborodkos Gymnasium of Higher Learning in Nizhyn , worked in the Russian Ministry of Finance, repeatedly visited Berlin, Amsterdam, Paris on behalf of their Majesties tsars Alexander II and Alexander III.
